Why if component A should be protected from changes in component B, then component B should depend on component A?

Clean Architecture on page 73 states:

If component A should be protected from changes in component B, then component B should depend on component A.
I don't understand why B should depend on A.

I believe that A should depend on B because changes are happening in B so they will cascade to A.

But why the book is saying the opposite? I can't understand why.
